following letter was
written by the Town
chairman and posted
on the Town website

concerned citizens of
the Town, would like
to set the record
straight. The fact that
the letter written by
the chairman is full of
assumptions designed
to paint a specific
picture and untruths in
order to sway the
voters of the Town to
meet his personal
agenda. This agenda
consists of passing an
ordinance in order to
charge campers in the
Town an extra
$300.00 fee per year
and impose fines if
they do not comply
with his specific set of
rules. He is mainly
targeting the people
who own land in the
Loch Lomond Beach
Club Association,
which is where he
lives. The fact is the
landowners in LLBC
are taxed according to
the value of their land,
whether they use it for
camping, a summer
cabin, or have a yearround home, per the
State of Wisconsin!

Lake Chairman
consulted with WTA
attorneys and the
Town’s municipal law
attorney after the
August 8, 2022 town
board meeting. Their
advice was that we do
not commit time and
effort to a non

bonding referendum in
November based on
the current board’s
refusal to take action
during the past 15
months. They stated
that it would be better

the upcoming April
election that are
willing to be proactive
in resolving this issue.
While this is probably
true that he consulted
with the WTA he was
most likely told that in
order to continue his
crusade against this
group of property
owners he needs to try
to get new board
members to promote
his radical agenda.
Currently the other
two supervisors are
against the proposed
ordinance and
expanding the size of
the township’s role in
the daily lives of its
taxpayers. It is also
true that 3 board
members have
contacted the WTA
attorneys and their
first response was,
“This may not even be
legal and if it is passed
it will probably open
the Town up to many
lawsuits!”
The two main issues
related to the
unmanaged growth of
the LLBC unlicensed
campground continue
to be increased zoning
violations and revenue
inequities.

because it is not a
campground. The
State of Wisconsin has clear language that
defines a campground
and LLBC does not
even remotely fall
under the definition
due to the fact LLBC
does not own or rent
out the individual
properties that are
used for camping. The
County Zoning of the
properties within
LLBC is
Residential/Recreation
al which allows for
property owners to
camp on their
property. The
Chairman cites zoning
violations as one of
the reasons for his
agenda, but these
violations are very few
and frankly just
nitpicking by a small
group of his
supporters, of which
the County is working
on these few
violations, as they
should. There are no
revenue inequities due
to the fact that the
people who own the
land with campers on
are paying their fair
share of taxes based
on the value of their

statewide system.
Specifically, the
increased potential for
irreversible
environmental damage
to Red Cedar Lake,
and the increased
property tax burden
placed upon
permanent
homeowners
throughout the
Township.
The accusation that
campers are somehow
environmentally
irresponsible makes it
clear that the chairman
is trying to categorize
anyone that camps as
being of a lessor class
than a property owner
on the lake. These
types of accusations
should be concerning
to every resident in the
township. Most of the
lots camped on are
quite a distance from
the Red Cedar Lake. If
there is any
environmental damage
to the lake, it can be
easily argued that
damage is being
caused by the
numerous houses and
cabins that each have
their own private wells
and septic systems as
close as 75 feet from
the lakeshore. The

anything the bare land,
being sold and
improved with
driveways and
electricity, are
increasing the tax base
for the Town.
Facts bearing on the
problem:
1. Numerous reported
zoning violations
remain unresolved at
the Barron County
level, although it is not
their responsibility to
do what the state
would be required to
do if LLBC was a
licensed campground.
The violations are not
only few, but
relatively minor for
the whole Town of
Cedar Lake. It is
concerning that the
group supporting the
chairman is singling
out the property
owners that camp
within LLBC and
ignoring the rest of the
properties and
township.
2. LLBC reported
“record property
sales” in their August
2022 newsletter.
The record sales are a
good thing for the

were bare lots and
now have
improvements, with
quite a few of the lot
owners building
cabins or year
-round
homes, thus increasing
the Town tax base.
When the Town
Chairman submitted a
request for
information via email,
the LLBC President
responded with the
following via email:
“Angie should be able
to get this information
sometime between
closing of the club for
the season and the
opening of the club
next year”
3. On June 1, 2021,
LLBC reported 262
lots with campers and
314 homes/cabins. On
Sept. 9, 2022 the
LLBC reported the
following membership
correspondence:
“For 2022 Divisions 1,
2 & 3 campers are
required to be
removed from lots.
For these 3 divisions
there are
approximately 118
members that camp.”
Until the LLBC
reports the total
number of campsites
within their

subdivision, or until
Delmore Consulting is
contracted to verify
the number of
Campsites, it is
reasonable to assume
the following:
12 divisions total x
118 campsites/3
divisions = 472
campsites. Therefore,
today there are
approximately 475
campsites compared to
approximately 325
homes within the
LLBC subdivision.
There were 262
campsites in in June
2021 compared to 472
campsites in August
2022. This is an increase of 210
campsites during the
past 15 months.
The chairman is again
using misconception
to try and convince the
residents of Cedar
Lake that tragedy is
just around the corner
due what he considers
a substandard class of
property owners. Well,
his assumptions are all
wrong! As of today
checking with some of
the LLBC board
members and the
manager there are 280
members who have
campers on their lots.

triple lots, thus
creating their own
“greenspace” but
having only one
camper for all of their
lots.
4. This unmanaged
growth of unlicensed
campsites generates
the following
questions:
When is enough,
enough? Will another
100 or 200 more
unlicensed campsites
be allowed before
action is taken even
through homeowners
currently paying 94%
of all township
expenses and
unlicensed campsites
pay only 6% of all
township expenses?
The owners of the
campers are also
wondering when is
enough, enough? The
Town hall has been
filled with the owners
of these camper lots,
trying to voice their
opinions against such
an ordinance of an
unfair tax of $300.00
every year. Yes, the
homeowners bear the
majority of the tax
burden, as it is
everywhere in the
State of Wisconsin!

person with a $2
million dollar lake
home to be taxed the
same as someone
owning a half-acre lot
in the woods with a
camper on it!
Why are non
-residents
given priority over
residents?
The truth is, they are
not given priority!
Many of our lake
homeowners are not
residents either. Non

residents are not allowed to vote in the
Town! But other than
that, they have the
same rights as all
property owners! We
should be welcoming
all these non
-residents
for sharing our tax
burden and keeping
our local economy
humming!
Will it take the actions
of private citizens to
resolve, through court
proceedings, what
elected officials refuse
to resolve?
The main job of any
Town in the State of
Wisconsin is to
maintain all the Town
roads. It is not the job
of a Town to impose a
land tax on the
landowners in a
subdivision such as
LLBC! These

landowners are paying

the year of 2022 was
$640.00. Paying
another fee of $300.00
to the Town is another
example of big
government and could
be a hardship on many
of these young

various realtors, land
developers, and others
if the court’s decision
on the pending private
lawsuit is to mandate
the removal of
campers.

Campers at some
campgrounds in Ceder
lake township have
more rights than the
landowners in LLBC!
They are permitted to
leave their campers in
the camp site as long
as they want! We do
not use the roads
during the winter, but
we do help pay for the
garbage for LLBC all
year long with our
dues! We spend
money in a lot of
different communities
during the summer!
Why does this board
try to cause friction
with the people in
their township and
more laws and
regulation! Can we
work together in love
and trust!! Instead of
people coming on my
property without my
permission or taking
pictures without my
knowing! This is not
America or

the eyes of the state
and the county before
you come to the
conclusion that you
“live” in one. The
properties within
LLBC are privately
owned, ResidentialRecreational lots and
are categorized, zoned,

campgrounds, and the
owners of those lots
should be given the
same rights as every

I was born and raised
in Wisconsin and if
one thing is clear we
believe in property
rights for ALL
property owners. My
husband’s family
bought and has been
using their property in
the Loch Lomond area
since 1972. I have
been coming to the
area long before you
knew it existed. Yup
we do not pay as much
in taxes, but we do not
live in our campers on
our land and at most
only get to enjoy our
land 20% of the year,
and that percentage is
generous. Land
owner’s who use their
property for
recreational purposes
are under more rules
and regulations than
any campground and

sanitation permits and
permits to have our
campers on our own
property yearly from
multiple institutions.
Our holding tanks,
which are required as
of 2022, are pumped
and maintained more
than any regular septic
systems. If there was
an issue with sanitation
the pumper/haulers
would have made the
issue known. You
continue to inflate
numbers. Many of us
own mulitple lots and
only have a single
camper on 1 of them.
You and your friends
bought in to this area
knowing the zoning
and now you want to
change it… not
because there is a
sanitation issue but
because you don’t
want to see happy
families camping and
enjoying the use of
their land. You talk
about zoning
violations… however
these have been proven
to be nothing more
than complaints by
