MONTHLY TOWN BOARD MEETING MINUTES
September 8, 2025
Chairman Tony Wolff called the monthly meeting of the Town Board of Cedar Lake to order at 6:30 P.M. The meeting was held at the Cedar Lake Town Hall in Mikana. Present: Chairman Tony Wolff; Supervisors Kory Weiss and Jim Ludwig; Treasurer Gladys Roux, Deputy Clerk Maryhelen Drew and Clerk Suzie Boumeester were also in attendance. There were 13 members of the public present.
APPROVAL OF MINUTES:
The minutes of the previous monthly meeting were read. Tony made a motion to approve the minutes as presented; seconded by Jim. All in favor, motion carried. (Kory abstained)
PUBLIC INPUT:
Ken Witiker inquired regarding the ATV issue, noting no changes since signs had been placed.
FINANCIAL REPORT:
Gladys presented the monthly financial report. All accounts were reported as balanced. Suzie confirmed reconciliation.
ROAD REPORT:
Kory provided an update on road projects, including the paving of the East side of Lothians. Estimated maintenance cost of the back-hoe is $11,500, Doyle will share a portion of the cost.
BIRCHWOOD FOUR CORNERS EMERGENCY SERVICES DISTRICT:
Don B. reported 10 fire calls to date, 77 calls total compared to 73 in the previous year, and 12 ambulance calls. There will be a meeting this Thursday to finalize the budget.
OLD BUSINESS:
- Suzie reported on BNB rates. The matter will be readdressed in the Spring.
NEW BUSINESS:
- Laura Bergman provided an update regarding Cedar Stone Shores Road. Paperwork for signature will be placed on the October agenda.
- Budget meeting scheduled October 15, 2025 @ 10 a.m.
- Discussion held regarding contract signing with Brad Kvanbek related to UDC permit issuance. Scott Schiefelbein, independent contractor, addressed the Board regarding his contract with Cedar Lake Township and the State. He expressed willingness to work with Brad to move forward with permitting. Kory directed that all future correspondence go through the Town Attorney (Coe, Cuskey and Stevens). Laura Bergman spoke about her experience with Scott; she stated that Scott is the most accommodating inspector and her experience has been nothing but grand with Joyce and Scott.
d. Tony requested Board review of a donation of a computer and document scanner for the clerk’s office. Jim made a motion to accept the donation, Kory seconded. All in favor, motion carried.
- Deputy Sheriff Jeff Wolfe presented a request for a special exemption to build a pavilion in the County forest for ATV/UTV riders, hikers, and walkers. Tony made a motion to approve the request with no objections to the county, Jim seconded. Deputy Wolfe also reported that enforcement efforts regarding ATV violations are ongoing and that 20 tickets have been issued . Jeff and Tony advised that if you see a violation to call dispatch as it will be addressed accordingly.
- The board reviewed applications for a new operator’s liquor license and designation of a new agent. Tony made a motion to approve as presented, Jim seconded. All in favor, motion carried.
- The 2025 ambulance and fire budget plan was presented for review and approval. Kory made a motion to accept resolution #2025-9-8 for the Emergency Services budget, Tony seconded. All in favor, motion carried.
- Discussion was held regarding the possible sale of a 1-acre parcel out lot owned by the Town.. Kory will contact the WTA for guidance.
CORRESPONDENCE:
Suzie presented correspondence received; Barron County Emergency Operations Plan for review and signatures. Synergy contract was received, Kory will complete and return with payment. Kory discussed receiving requests for plastic culverts and will investigate. Discussion was held regarding the phone system and issues.
ADJOURNMENT:
Tony made a motion to go into closed session to discuss the Town Patrolman Work Agreement and pay the bills; seconded by Kory. All in favor, motion carried. The meeting was adjourned at 8:15 p.m.
